Position Overview

The Bureau of Water is seeking a qualified individual to serve as the Manager of the Capacity Development Section located in Springfield, IL. The selected candidate will possess strong leadership and communication skills and be willing to use innovative ways to guide the Capacity Development Section and its technical and professional staff to achieve the goals and missions of the Illinois Environmental Protection Agency’s, Bureau of Water. As a leader of the Section, the selected candidate will provide highly complex technical assistance to public water supplies and water pollution control facilities in compliance assistance, the development of asset management plans, and preparing applications for financial assistance, and will frequently represent the IEPA in meetings with state, federal and local governments, industry, public interest groups, and other various stakeholders. This individual should possess the knowledge and experience to initiate and establish policies, standards, and procedural guidelines for Section operations.

Essential Functions

  • Serves as Manager of the Capacity Development Section (CDS) Bureau of Water (BOW)Illinois Environmental Protection Agency (IEPA), directing technical and professional staff engaged in providing technical assistance to public water supplies and water pollution control facilities, and in providing assistance to public water supplies and pollution control facilities in acquiring and maintaining technical, managerial, and financial capacity.
  • Manages activities related to the public water supply operator and wastewater operator certification programs.
  • Serves as a front-line supervisor to staff of Technical Assistance and Operator Certification units
  • Coordinates with other technical assistance providers, including Illinois Rural Water Association (ILRWA), the Rural Community Assistance Program (RCAP), Environmental Finance Center (EFC), and Illinois Section American Water Works Association (ISAWWA), and represents the Illinois EPA at professional conferences and events.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to completion of four years of college.
  • Requires prior experience equivalent to four years of progressively responsible administrative experience in environmental protection and/or public water supply or water pollution control program implementation.

Preferred Qualifications

  • Prefers at least (4) four years of experience in water supply or water pollution control treatment technologies and processes for private, local, state, or federal water pollution control or public water supply program.
  • Prefers at least (4) four years’ experience in the interpreting and applying state and federal environmental laws and regulations in public water supply or water pollution control facilities.
  • Prefers at least (4) four years’ experience in speaking to large and diverse groups at meetings and communicating highly complex topics effectively in a public setting.
  • Prefers at least (4) years of experience in the preparation of complex, detailed and comprehensive reports as required by applicable state and federal environmental laws and regulations in public water supply or water pollution control.
  • Prefers at least (4) four years’ experience in planning, organizing and directing technical and professional staff engaged in performing environmental protection activities.
  • Prefers the ability to utilize a personal computer with knowledge of Microsoft Word, Excel, and Access software and database programs.

  • Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This requires the ability to work evenings and weekends.
  • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
